Torriden's DIVE-IN Soothing Cream is the second half of a pair, and the pairing matters more than either product alone.
The serum adds water. In this climate - 40°C outside, air-conditioning inside - water added to skin leaves quickly unless something holds it there. A humectant with no seal over it can leave skin drier than before, which is why people often report a hyaluronic serum doing nothing.
This is the seal. Ceramides rebuild the lipid layer that stops water escaping, hyaluronic acid carries through so the cream also adds hydration, and panthenol calms skin that is dehydrated and therefore usually reactive.
The texture is a gel-cream that feels noticeably cool going on and absorbs without film. That is what makes it wearable in summer, when a conventional barrier cream is not.
Use as the final step over the serum, morning and night. On very dry skin, a richer cream at night with this in the morning works well.

Frequently asked questions
Do I need both the serum and the cream?
They work as a pair - the serum adds water, this holds it. If you buy one, oily skin does better with the serum plus a light moisturiser; dry skin does better with the cream.
Is a gel-cream enough for dry skin?
In summer, usually. In heavy air-conditioning or winter, dry skin will want something richer at night with this in the morning.
Why does it feel cold?
The gel base. It is a comfort feature rather than an active one, though it makes the product far more pleasant to apply in heat - which is what determines whether you keep using it.
Can I wear it under sunscreen?
