The standard responses to dull skin are exfoliation and brightening actives. Both work on specific problems, and neither addresses the most common one - skin that is not congested or pigmented, simply flat and tired. Stripping that surface makes it worse.
This is built on black bee propolis, which carries flavonoids and amino acids and is used in Korean formulations for radiance rather than exfoliation. Honey extract adds the humectant character and the distinctive texture: noticeably viscous, closer to honey than water, going on slightly tacky before settling into a soft glow.

The propolis and honey - both viscous by nature. It settles within a minute and the tackiness disappears. Pressing rather than wiping helps it absorb faster.
It is a humectant rather than an oil, so it adds no grease. Very oily skin sometimes finds the texture heavy in summer, in which case use it at night.
No. Propolis is a bee-derived ingredient - if you have a known bee or honey allergy, avoid this entirely.
It is a glow product, not a clearing one. For congestion, the AHA/BHA toner in the same range is the appropriate choice.
