It depends what causes yours. Pigmentation-driven circles respond gradually; circles caused by shadowing from bone structure, or by visible blood vessels, will not change with any topical product.
Do not layer two retinoids on the same area. If you use a retinoid on your face, either keep it away from the eye area and use this there, or alternate nights.
Night. Retinal degrades in light and increases sun sensitivity, so it belongs in the evening routine with sunscreen the following morning.
