Almost every toner marketed as soothing contains a calming extract somewhere in the lower half of the list, below the water, the humectants and the preservatives. This one is 77% Houttuynia cordata water - heartleaf is more than three-quarters of the formula, sitting where water normally does.
That is a formulation decision rather than a marketing one, and it is why the product behaves differently from its competitors on skin that flushes easily. Panthenol works alongside it on reactivity, and hyaluronic acid ensures the toner hydrates as well as calms.
The 250ml bottle is part of the design. A soothing toner works through generous, repeated use - two or three layers on a bad day, morning and night - and a 150ml bottle encourages rationing.
Apply to damp skin after cleansing, pressing rather than wiping. It also works well as a compress on a cotton pad over particularly red areas.

Care & Use
Use morning and night as the first hydrating step after cleansing. On days when skin feels hot or reactive, a short toner pack over the affected area settles it quickly.
Start on freshly washed skin, still slightly damp so the toner spreads evenly.
Decant into clean palms or onto a cotton pad and press over the face. Wiping drags at skin that is already irritated.
Follow with serum and moisturiser before the toner fully dries, to lock the water in.
For flare-ups, soak two cotton pads and rest them on the area for five minutes, then press in the remainder.
