Salicylic acid is the default answer to congestion, and for a proportion of people it is simply too drying or too irritating to keep using. Succinic acid gets at the same problem by a different route - gentle enough for daily use, without the flaking that makes people quit.

Both address congestion, but succinic acid is considerably less irritating and less drying. If BHA left you flaking within a fortnight, this is the alternative worth trying.
You can, but there is rarely a reason to. If you are already using a BHA or AHA regularly, adding this mostly adds irritation risk rather than benefit.
