For most dry skin, yes, used as the last step at night. In severe dryness or constant air-conditioning, press a second thin layer over the driest areas rather than applying one thick coat.
It is a true cream rather than a gel, so oily skin often prefers it at night only, with something lighter in the morning. Oily skin can still be dehydrated - the two are different problems.
